January 29, 2004 By: Yen Hung New cellular phone tracking system sends 911 distress call on privacyA new federal regulation that turns every cellular phone into a "homing beacon" -- and allows the government to pinpoint the exact location of a phone call -- is an ominous development with troubling implications for privacy, the Libertarian Party said today. "This is 'reach out and spy on someone' technology," charged Steve Dasbach, national director of the party. "Even though its initial impact is limited, this technology will be an irresistible stepping stone for law enforcement to expand its surveillance of ordinary Americans." This month, the Federal Communications Commission directed telephone companies to deploy new technology to determine the location of a cellular phone call to within 55 yards. The rules are scheduled to take effect in 2001. Phone companies might used "triangulation" systems to track calls, or might embed a new computer chip in phones, using technology similar to the military's global positioning satellite system.
